Diagnose Agent and System Setup

Runs diagnostic checks on the active system to verify R version, spatial libraries (GDAL/PROJ), package dependencies, gcloud authentication, and path/OneDrive configurations. Prints a detailed markdown report useful for troubleshooting agent environments.
